Bathroom Outlets Not Working After Power Outage

My gfi outlet in the bathroom won't work after a power outage. When they wont reset, there is either no voltage to the gfci, there is a problem downstream (you only have 1 downstream) or it is bad.

The most likely cause is a tripped breaker.
